One Bay Area Plan Resolution

Resolved that the Silicon Valley Association of Republican Women (SVARW) join other conservative groups in opposing the ONE BAY AREA PLAN and endorses the resolution passed by the Santa Clara County Republican Party (SVGOP):
WHEREAS, the Santa Clara County Republican Party (SVGOP) understands the importance of regional cooperation and planning in issues including transportation, infrastructure, water, power, etc.; and
WHEREAS, the SVGOP strongly supports local decision making with as much opportunity for public inclusion and comment as possible; and
WHEREAS, the SVGOP opposes cumbersome and costly statutory requirements placed on local governments from the state legislature; and
WHEREAS, the SVGOP opposes the creation of additional layers of regulation and bureaucracy in the local planning and approval process; and
WHEREAS, the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) have proposed the Draft Plan Bay Area, which is an expansive regional plan meant to anticipate the growth of the Bay Area in the coming decades; and
WHEREAS, the Draft Plan Bay Area is largely the result of poor legislation and failed policies such as SB 375 and AB 32 originating out of Sacramento; and
WHEREAS, the Draft Plan Bay Area as well as other policies are slowly eroding local control of land-use decisions; and
WHEREAS, SVGOP rejects the inaccurate population and job growth estimates that lead to poor planning outcomes for the both individual cities and the region as a whole; and
WHEREAS, these outcomes will not only result in economic harm for the Bay Area, but also fail to adequately address the needs of the Bay Area and its residents; and
WHEREAS, ABAG/MTC have also failed to conduct thorough public outreach to both the general public and the affected local governments that is essential to successful of regional governance and planning; and
WHEREAS, SVGOP believes that the Draft Plan Bay Area does not adequately address the growing needs of the Bay Area;
THEREFORE BE IT RESOLVED, SVGOP opposes the adoption of the Draft Plan Bay Area and urges ABAG/MTC to continue to conduct further public outreach as well as reconsider the inaccurate and harmful projections contained in the Draft Plan Bay Area; and
BE IT FINALLY RESOLVED, SVGOP opposes the continued efforts of the State Legislature to empower unelected boards and commissions that dilute local power by mandating actions by local government with potential punitive consequences resulting from non-compliance.
